Minister Siniša Karan Delivers Lecture at the Faculty of Security Sciences
The Minister of Interior of Srpska, Dr. Siniša Karan, delivered a lecture on Wednesday, May 24, 2023, in the amphitheater of the Faculty of Security Sciences on the topic “The Constitutional Position of the Republic of Srpska.”
Karan emphasized that the constitutional position of Srpska was established by an international legal act and secured through the struggle of the Serbian people for political distinctiveness during the breakup of the SFR Yugoslavia.
“Bosnia and Herzegovina is an asymmetric federation with elements of a confederation. Federalism is the only form of state organization that guarantees the survival of multi-ethnic states,” Karan stated.
Srpska brought its state attributes into the union with the Federation of BiH. Although the Dayton Peace Agreement has been subject to forced revisions, Srpska has managed to preserve its political position within BiH despite the constant constitutional and legal instability of the country, according to Minister Karan.
Siniša Karan holds a PhD in Legal Sciences. Since 2008, he served as an advisor to the President of Srpska, and from 2009 to 2019, he held the position of Secretary General to the President. From January 2019, he served as the Secretary General of the Government of the Republic of Srpska.
