Biography:

Gojko (Jovo) Šetka was born on March 19, 1984, in Zenica. He finished elementary school in Berkovići and the “Jovan Dučić” Gymnasium in Trebinje. After high school, he enrolled at the College of Internal Affairs in Banja Luka, where he graduated on April 27, 2007, as the top student of his class, acquiring the title of Graduate Jurist of Internal Affairs.

Postgraduate Education: After completing his undergraduate studies, he enrolled in specialist studies at the Faculty of Security Studies, University of Belgrade, which he completed on April 7, 2009, defending the specialist paper titled “Risk Management of Property Crimes in Banks,” thereby acquiring the title of Specialist Vocational Security Manager. He completed his master’s studies at the Faculty of Law in Pale, University of East Sarajevo. He defended his master’s thesis titled “The Role of the Police of Republika Srpska in Misdemeanor Proceedings” on February 29, 2012, acquiring the title of Master of Legal Sciences.

Doctoral Degrees: He obtained his first PhD on October 12, 2015, at the Faculty of Security and Protection in Banja Luka by defending the dissertation “The Impact of the Organization of Police Structures in Bosnia and Herzegovina on the Security Situation,” acquiring the academic title of Doctor of Security and Protection Sciences. He obtained his second PhD at the Faculty of Law, University of Kragujevac, where he completed doctoral studies (third cycle, Law program, 180 ECTS). He defended his dissertation titled “The Impact of Performing Police Duties on Crime Prevention” on September 29, 2022, acquiring the scientific-academic title of Doctor of Legal Sciences.

Professional Career: He established his employment relationship on July 2, 2007, at the College of Internal Affairs (Police Education Administration of the Ministry of Interior of Republika Srpska) as an Intern-Assistant. As a Teaching Assistant, he conducted exercises for the subjects: Organization and Jurisdiction of the Police, Police Oversight, Community Policing, Security and Protection Systems, and Terrorism. He worked as an Assistant until May 28, 2013, when he was elected by the Senate of the University of Banja Luka to the title of College Lecturer (predavač visoke škole) for the scientific field of Organization and Police Operations. From the 2013/14 academic year, as a Lecturer, he was the responsible teacher for the subjects Organization and Jurisdiction of the Police and Oversight and Control of Police Work. Following the transformation of the College of Internal Affairs into the Faculty of Security Sciences, he transitioned to a permanent position at the University of Banja Luka on October 15, 2017. He was elected to the title of Senior Teaching Assistant in September 2017 and re-elected in July 2022. By the decision of the Senate of the University of Banja Luka on April 25, 2024, he was elected to the title of Assistant Professor (Docent) for the scientific field of Organization and Police Operations.

Other Activities: On December 18, 2007, he acquired the title of Polygraph Examiner after completing training organized by the International Association of Criminalists and the Ministry of Interior of Republika Srpska. He is a member of the Research Center Banja Luka and the Defendology Center Banja Luka. Since December 2013, he has been a member of the Serbian Educational and Cultural Society “Prosvjeta” Banja Luka. Since August 28, 2023, he has been a member of the IPA (International Police Association).

He is married and a father of two children. To date, he has authored and published 3 textbooks, 4 monographs, and 73 papers.
