Biography:

Dragomir Jovičić was born on July 27, 1961, in Borci, Municipality of Kotor Varoš. He completed elementary school in Trn, Municipality of Laktaši, and finished the Administrative High School and the Faculty of Law in Banja Luka. He completed postgraduate master’s studies in the field of State and Legal Sciences at the Faculty of Law in Banja Luka, defending his master’s thesis titled “The Role of the Police of Republika Srpska in the Implementation of the Dayton Peace Agreement” on December 15, 2004. He defended his doctoral dissertation titled “The Influence of Transition on the Work of State Administration Bodies of Republika Srpska with Special Reference to the Police” on October 27, 2006, at the Faculty of Law in Kragujevac. Upon graduating, he completed his internship at the Basic Court in Kotor Varoš. Following that, he spent 18 years in the Ministry of Interior performing various duties and tasks, ranging from entry-level positions requiring a university degree to the highest positions, including serving as the Minister of Interior.

From 2003 to mid-2005, he served as the Head of the Police Education Administration. Parallel to this duty, he actively participated in the teaching process at the College of Internal Affairs for the course Organization and Jurisdiction of the Police, holding the academic title of Senior Lecturer. In November 2006, he was elected to the title of Assistant Professor (Docent) for the same subject, and he taught at the College of Internal Affairs as an Assistant Professor and Associate Professor until 2013. In February 2007, he was elected to the title of Assistant Professor for the subjects Introduction to Law and Constitutional Law at the Faculty of Security and Protection, teaching there until the end of 2016. In February 2016, he was elected to the title of Full Professor at the Faculty of Security and Protection (part of NUBL).

Since March 1, 2017, he has been employed at the Faculty of Security Sciences, University of Banja Luka, where he teaches the courses: Organization and Jurisdiction of the Police, Public Security, and Oversight and Control of Police Work.
